Yep, they do buy pants purposely longer than their legs, and are restricted to heels of said height, all in the name of fashion. Although the measurements for woman's pants are, I admit, a bit unreasonable, having a size 5 is more flattering than a 30 (waist). Women, have pants of all lengths, choose the pants for the shoes, or the shoes for the pants.
